Sec. 17.991. DEFINITIONS. In this subchapter: (1) "Operating entity" means the governing body of a political subdivision responsible for providing water supply and sewer services and the management of its water and sewer system, as defined by rules of the board. (2) "Political subdivision" has the meaning assigned by Section 17.921 .
