Sec. 15.971. DEFINITIONS. In this subchapter: (1) "Eligible political subdivision" means a city, county, district, or authority created under Section 52 , Article III, or Section 59 , Article XVI, Texas Constitution, including a groundwater district with a groundwater management plan certified by the board under Section 36.1072 , any other political subdivision of the state, any interstate compact commission to which the state is a party, and any nonprofit water supply corporation created and operating under Chapter 67 . (2) "Fund" means the water infrastructure fund. (3) "Metropolitan statistical area" means an area so designated by the United States Office of Management and Budget. (4) "Political subdivision bonds" means bonds or other obligations issued by a political subdivision to fund a project and purchased by the board from money in the fund. (5) "Project" means any undertaking or work, including planning and design activities and work to obtain regulatory authority, to conserve, mitigate, convey, and develop water resources of the state, including any undertaking or work done outside the state that the board determines will result in water being available for use in or for the benefit of the state.
