Sec. 15.307. FACILITIES WANTED BY POLITICAL SUBDIVISION. The board shall not acquire any facility to the extent that the board finds that the political subdivision: (1) is willing and reasonably able to finance the acquisition of the facility; (2) has qualified by obtaining the necessary permit; and (3) has proposals that are inconsistent with the objectives of the state water plan.
