Sec. 15.113. INSPECTION OF PROJECTS. (a) The board may inspect the construction of a project any time to assure that: (1) the contractor is substantially complying with the approved engineering plans of the project; and (2) the contractor is constructing the project in accordance with sound engineering principles.
