Sec. 134.065. PERMIT APPROVAL OR DENIAL. (a) On the basis of a complete application for a surface coal mining and reclamation permit or a revision or renewal of a permit, as required by this chapter, the commission shall grant, require modification of, or deny a permit application. (b) The commission shall notify the applicant of its decision in writing within a reasonable time as set by the commission. (c) An applicant for a permit or a permit revision has the burden of establishing that the application complies with this chapter. (d) Not later than the 10th day after the date the commission grants a permit, the commission shall notify the county judge in the county in which the land to be affected is located that a permit has been issued and shall describe the location of the land.
