Sec. 134.017. PETITION FOR DESIGNATION. (a) An affected person is entitled: (1) before an application is filed under Section 134.052 , to petition the commission to designate an area unsuitable for surface coal mining operations; or (2) to petition the commission to terminate a designation. (b) The petition shall contain: (1) allegations of facts; and (2) supporting evidence that would tend to establish the allegations.
