Sec. 121.453. PERMIT APPLICATION. (a) A person may not begin construction of a sour gas pipeline facility before the person obtains from the railroad commission a permit to construct the facility. (b) An applicant for a permit to construct a sour gas pipeline facility must: (1) publish notice of the application in a form determined by the railroad commission in a newspaper of general circulation in each county that contains part of the proposed route of the sour gas pipeline facility; and (2) provide a copy of the application to the county clerk of each county that contains part of the proposed route.
