Sec. 12.118. EVALUATION OF OPEN-ENROLLMENT CHARTER SCHOOLS. (a) The commissioner shall designate an impartial organization with experience in evaluating school choice programs to conduct an annual evaluation of open-enrollment charter schools. (b) An evaluation under this section must include consideration of the following items before implementing the charter and after implementing the charter: (1) students' scores on assessment instruments administered under Subchapter B , Chapter 39 ; (2) student attendance; (3) students' grades; (4) incidents involving student discipline; (5) socioeconomic data on students' families; (6) parents' satisfaction with their children's schools; and (7) students' satisfaction with their schools. (c) The evaluation of open-enrollment charter schools must also include an evaluation of: (1) the costs of instruction, administration, and transportation incurred by open-enrollment charter schools; (2) the effect of open-enrollment charter schools on school districts and on teachers, students, and parents in those districts; and (3) other issues, as determined by the commissioner.
