Any person aggrieved may appeal from the decision or the decree of the court in making or levying the assessment or refusing to make or levy the assessment. The appeal is made in the same manner as the appeal of any other case in such court or as provided in chapter 5 of this title. Acts 1955, ch. 112, § 23; T.C.A., § 70-1836; T.C.A. § 69-7-136.
