(a) The council members shall elect annually from their membership a chair and vice chair. (b) A quorum shall consist of a majority of the members. (c) No final action shall be taken on any matter without a quorum and majority vote of the members present. (d) The council shall meet at least once each year. (e) Emergency meetings may be called by the chair with written notice to all members. (f) Public notice shall be given for all meetings. (g) All meetings are open to the public.
