(a) The commissioner may promulgate in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, reasonable rules as are necessary or proper to carry out this chapter. (b) The commissioner may, in accordance with subsection (a), promulgate reasonable rules and regulations to provide for the licensing of agents. Acts 1989, ch. 423, §§ 11, 15.
