For the exercise of the powers conferred by this chapter, a county shall authorize same by resolution adopted by a majority of the county legislative body or other governing body. Such resolution shall provide for the exercise of such powers by either: (1) Some agency of the county already in existence; (2) A public works department to be created; or (3) A board established as provided in § 5-16-103 .
