In establishing Tennessee veterans' memorial cemeteries, it is the intention of the general assembly that the state shall apply for a grant from the United States administrator of veterans' affairs pursuant to Public Law 95-476, 92 Stat. 1504, and the department of veterans services is authorized to submit the application on behalf of the state. Acts 1987, ch. 309, § 2.
