(a) No state governmental entity or local health department shall provide or offer to provide any federal, state or local public benefit in violation of this chapter. (b) Each entity and local health department, subject to this chapter, shall include in any annual report to the general assembly, as required by law, a report of its compliance with this chapter through June 30 of each year.
