If, after a hearing on the petition for dissolution and any objections, the court determines there are sufficient interests of the municipality and of its property owners and taxpayers to support the dissolution of the municipality, the court must appoint a referee to make an enumeration of its population and to examine the records of the municipality and of the county in which the municipality is situated, to ascertain whether the petition has been executed by persons owning more than one - half of the real property within the municipality, both in area and assessed valuation. The court may also refer to the referee any other question that may arise regarding the petition and objections. The referee shall report to the court on all matters referred to the referee within the time designated by the court. Upon the filing of the report and upon not less than six days' notice to the municipality, the court shall consider the report of the referee and may take evidence as it deems relevant.
