Assent of secretary of interior necessary for change in boundaries of district contracting with United States

If any contract has been made between the district and the United States as provided in chapters
46A-5
and
46A-6
, no change may be made in the boundaries of the district. The board of directors may make no order changing the boundaries of the district until the secretary of the interior assents to the change in writing and the assent is filed with the board of directors.
