The Board of Minerals and Environment has the following powers, duties, and functions: (1) To administer oaths or affirmations, subpoena witnesses, and compel their attendance at a hearing; (2) To accept gifts, contributions, federal grants - in - aid, or financial aid from any other source for accomplishing plugging and reclamation; (3) To carry out plugging of test holes and reclamation of affected lands.
