The secretary of agriculture and natural resources is hereby authorized to accept and receive grants, devises, bequests, donations, or gifts, in the form of money, for the purpose of establishing a fund to be used for the promotion of and provide service in agriculture. All moneys received by the secretary of agriculture and natural resources under this section shall be deposited with the state treasurer and credited in a fund designated as "the Department of Agriculture and Natural Resources promotion fund." All moneys in said fund are hereby appropriated for the promotion of agriculture and to provide service in agriculture. Said fund shall be paid out on warrants drawn by the state auditor on vouchers approved by the secretary of agriculture and natural resources.
