Contracts violating subdivision sale provisions void and unenforceable--Recovery of money paid plus interest

, inclusive, make any contract entered into in this state void and unenforceable. Money paid under that contract to the certificate holder, together with interest at the Category A rate of interest as established in §
54-3-16
from date of the payment, may be recovered in a civil action.
