The secretary may: (1) Review and approve the location, design, plans, and specifications for the construction or modification of public water systems; (2) Conduct compliance investigations, including but not limited to, entering and inspecting systems and records of any supplier of water, to take samples and to take or to require the supplier to take all other reasonable steps necessary to ensure compliance with this chapter and rules adopted pursuant thereto; (3) Require plans to provide safe drinking water under emergency circumstances and issue emergency orders requiring a supplier to take immediate action to prevent or eliminate an immediate hazard to public health or safety; and (4) Receive financial and technical assistance from the federal government and other public or private agencies.
