The Governor and secretary may cooperate with the President and other appropriate federal officers and agencies and with the officers and agencies of other states and political subdivisions, in matters pertaining to the emergency management of the state and nation, including the direction or control of: (1) Mobilization of emergency management forces; (2) The use of warning signals for tests, exercise, or attacks; (3) The maintenance of utility systems; (4) Public meetings or gatherings; and (5) The evacuation and reception of the civilian population.
