Reduction of number of children in foster care

Each year, the Department of Social Services shall reduce the number of children who have been in foster care more than twenty

four months and who have received or are receiving assistance under Title IV

E of the Social Security Act. The amount of the reduction shall be one

half of one percent of the number of foster children in care during the preceding federal fiscal year.
