, information and materials regarding a charge of discrimination obtained by an investigating official are confidential. Notwithstanding §§
1-27-29

1-27-32
, inclusive, after the issuance of a determination and upon receipt of a written request and payment of costs for copying, all investigatory materials may be disclosed to the parties or their counsel of record.
