Time allowed for assertion of right arising from irregular posting--Lis pendens

If a person has a vested right in any property by reason of an omission referred to in §
17-3-6
, such right shall be forever barred, if no action or proceeding to enforce such right was commenced prior to July 1, 1979. No such action or proceeding may be maintained by a court of this state, unless prior to July 1, 1979, a notice of the pendency of such action was recorded in the office of the register of deeds of the county in which the real property affected is situated, in accordance with chapter
15-10
.
