Unless the context clearly indicates otherwise, for the purpose of this chapter, "redevelopment plan" means a plan for a redevelopment project area which plan provides an outline for the development or redevelopment of such area and is sufficiently complete: (1) To indicate its relationship to definite local objectives as to appropriate land uses and as to improved traffic, public transportation, public utilities, recreational and community facilities, and other public improvements; and (2) To indicate proposed land uses and building requirements in the redevelopment project. The proposed land uses and building requirements shall be designed: (1) To promote the development of well planned, integrated neighborhoods; (2) To secure safety from fire, panic, and other dangers; (3) To promote health and the general welfare; (4) To provide adequate light and air; (5) To prevent the overcrowding of land; (6) To avoid undue concentration of population; (7) To avoid congestion in the streets; (8) To facilitate the provisions of adequate transportation, water, sewerage, and other public requirements; (9) To prevent the recurrence of slums or conditions of blight, and the spread of disease, crime, and juvenile delinquency; and (10) To permit the development of the resources and the improvement of the economic facilities of the county, municipality, and the state.
