Review and recommendation by county commission when land subject to joint municipal

In the case of land over which there is joint municipal

county zoning jurisdiction, the plats may not be filed or recorded until the plats have also been submitted to the county planning and zoning commission for review and recommendation to the city council. The county planning and zoning commission shall make its recommendation to the city council within forty

five days of submission. If the county planning and zoning commission recommends disapproval of any such plats, a two
-
thirds vote of the entire membership of the city council is required to approve the plats. The board of county commissioners may by resolution designate an administrative official of the county to review and make a recommendation to the city council in lieu of the review and recommendation by the county planning commission.
