Major rule--Effect of directing rule promulgation

Legislation directing the promulgation of a major rule may not:
(1) Be interpreted as a grant or modification of statutory authority by the Legislature for the promulgation of a rule; or
(2) Extinguish or affect any claim, whether substantive or procedural, against any alleged defect in a rule.
