Commission to maintain record of its receipts and expenditures; reports to be filed; audits to be conducted.

The commission must at all times keep full and accurate account of its acts and of its receipts and expenditures and at least once within four months following the close of its fiscal year, a complete audit of its affairs must be made by a qualified public accountant. Copies of the audit must be filed with the State Board of Technical and Comprehensive Education.

1965 Act No. 571 (H.1688), SECTIONS 1 to 4, provide as follows:
"SECTION 1. The auditor shall levy and the treasurer shall collect a tax on all taxable property of Darlington County sufficient to pay the appropriation provided herein.
"SECTION 2. The Florence-Darlington Technical Education Commission shall file with the county board of education an itemized budget of the operating expenses of the Florence-Darlington Technical Education Center for the fiscal year ending June 30, 1965, and each year thereafter, prior to submitting a claim for the funds provided in this act. The county board shall examine the itemized budget and its approval shall constitute the authority and direction to the county auditor to levy the tax provided for in Section 1 upon all taxable property in Darlington County sufficient to provide the funds required by the approved budget.
"SECTION 3. The funds herein provided shall be expended by the county treasurer upon the request of the Florence-Darlington Technical Education Commission through the office of the superintendent of education.
"SECTION 4. This act shall take effect upon approval by the Governor [June 19, 1965]."
