Members of the Public Service Commission may meet together to receive technical and legal advice from the commission's staff on matters pending on the commission's docket, provided that the: (1) advice is to aid the members in carrying out their responsibilities on the commission; (2) advice is provided in a manner consistent with the South Carolina Code of Judicial Conduct; and (3) members who attend such a meeting are not authorized to make recommendations to or transact any business for the Public Service Commission. A meeting between the members of the Public Service Commission and commission staff pursuant to this section does not constitute a "public meeting" for purposes of the Freedom of Information Act.
