No provision of the South Carolina Rural Development Act of 1996 may be construed to alter, modify, amend, or repeal, directly or by implication, any provision of Chapter 27 of Title 58, Chapter 31 of Title 58, Chapter 33 of Title 58, Chapter 23 of Title 6, Chapter 7 of Title 5, and Chapter 31 of Title 5, governing, among other things, the retail and wholesale distribution and sale of electric energy in this State. Editor's Note 1996 Act No. 462, SECTION 1, eff July 2, 1996, provides as follows: "SECTION 1. This act may be cited as the 'South Carolina Rural Development Act of 1996'."
