As used in this article: (1) The term "insured motor vehicle" means a motor vehicle as to which there is maintained the security required by Section 56-10-20. (2) The term "operator" means every person who drives or is in actual physical control of a motor vehicle or who is exercising control over or steering a vehicle being towed by a motor vehicle.
