The institute shall: (1) establish and maintain an educational program for the training of interested members of the public in the identification, recordation, and registration of submerged archaeological historic property and certify those who have successfully completed such training; and (2) ensure that at least one member of the staff of the institute is qualified by training and experience in the field of underwater archaeology.
