(1) The terms "certification" and "certified" as applied to seeds and plants pursuant to this article are defined as a guarantee that all necessary precautions have been taken to see that the seeds and plants conform to commonly recognized standards of quality for seeds and plants as established by Clemson University. (2) The term "seed" as used in this article refers to the true seeds of all field crops, vegetables, flowers, or other plants. (3) The term "plant" includes seedlings, nursery stock, roots, tubers, bulbs, cuttings, and other plant parts used in the propagation of field crops, vegetables, fruits, flowers, or other plants. (4) The term "variety" means its original meaning and includes strains of varieties which are sufficiently different from the parent variety to justify special designation. Seed Arbitration
