Any person or employer seeking employees or a person seeking employment shall not: (a) Make any false statement or conceal any material fact for the purpose of obtaining employees, or employment, by or through a private personnel placement service. (b) Engage or attempt to engage in the splitting or sharing of fees or payments for services of a private personnel placement service with any person to whom this chapter is applicable. (c) Intentionally or knowingly refuse to pay any fee due to a private personnel placement service for placement services rendered.
