For six months after January 1, 1972, an applicant for a license must be issued one without examination if the applicant: (1) principally has been engaged as a hearing aid specialist for at least two years within a period of five years immediately before January 1, 1972; (2) is a resident of South Carolina and is of good moral character; (3) is twenty-one years of age or older; (4) is free of contagious or infectious disease.
