This part applies to persons in this State who: (1) make or solicit consumer credit sales, consumer leases, consumer loans, and consumer rental-purchase agreements; (2) directly collect payments from or enforce rights against debtors arising from sales, leases, loans, or agreements specified in item (1), wherever they are made; or (3) are subject to this title or action by the administrator. Effect of Amendment 2016 Act No. 244, SECTION 8, in the introductory sentence, deleted "who" following "persons"; and added (3), relating to the administrator.
