This article applies to offenses committed both before and after its effective date. Editor's Note 1992 Act No. 335 SECTION 2, eff May 4, 1992, provides as follows: "SECTION 2. The expanded jurisdiction of the state grand jury system applies to offenses committed both before and after the effective date of this act."
