(A) The amount of revenue collected may not be used to evaluate any department employee's performance. (B) The department shall develop and implement a program to evaluate employee's performance with respect to his contact with taxpayers. The development and implementation of the program must be coordinated with the Taxpayers' Rights Advocate.
