The board may refuse to issue a license to an applicant or may suspend, revoke, or refuse to renew the license of any licensee if he or she has: (1) Been convicted of a felony, the record of conviction being conclusive evidence of conviction if the department determines after investigation that the person has not been sufficiently rehabilitated to warrant the public trust; (2) Secured a license under this chapter by fraud or deceit; or (3) Violated or conspired to violate this chapter or rules or regulations issued pursuant to this chapter.
