Time and manner of collection of assessments — Delinquent payments

(a) The collection of the assessments levied pursuant to this chapter shall be made at the time and in the manner set forth by the municipality in the authorizing resolution. All delinquent payments for assessments levied pursuant to this chapter may be charged interest and penalties. (b) Any delinquent payments for assessments, along with any interest or penalties, shall constitute a debt owed the municipality and may be collectable by the municipality as a debt under law. (c) Any delinquent payments for assessments, interest, or penalties recovered under this section shall be expended in the same manner as provided in the authorizing resolution for proceeds of the assessment.
