(a) The secretary of state is authorized to select, appoint, and employ unclassified officers and employees, as are necessary to perform the functions of the state archivist and the division. (b) The secretary of state is authorized to obtain the services of experts and consultants as necessary for the performance of the functions of the state archivist and the division. (c) The state archivist, in carrying out the functions of the state archivist or the division, is authorized to utilize the services of officials, officers, and other personnel in other agencies of the state and its political subdivisions, with the consent of the head of the agency concerned. (d) The state archivist is authorized to accept and utilize voluntary and uncompensated services.
