The comprehensive plan shall be accompanied by a detailed implementation schedule which identifies the stages of implementation, barriers to successful and necessary reform, specific strategies to be employed to overcome these barriers, and financial information detailing how resources will be allocated to support systemic reform in the context of state and federal law and contractual obligations. The preliminary plan shall be presented, without fail, to the general assembly through the instrumentality of the permanent legislative oversight commission on DCYF no later than September 30, 1993, with a final report to be submitted no later than January 15, 1994.
