Terms used in this title shall be construed as follows, unless another meaning is expressed or is clearly apparent from the language or context: (1) “Energy crisis” means a condition of danger to the health, safety, welfare, or economic well being of the citizens of this state due to existing or impending abnormal market disruptions as they relate to energy resources. (2) “Energy resource” means the various fuels derived from crude petroleum, coal, natural gas, wood, electricity, and all other resources yielding energy.
