Creation of science and research council

(a) There is hereby created within the executive department a special agency to be known as the science and research council of Rhode Island, consisting of eighteen (18) members, fifteen (15) of whom shall be appointed by the governor as follows: two (2) each from the faculties of Brown University, Providence College, and the University of Rhode Island, three (3) qualified electors of the state who shall possess an interest in research, six (6) from scientific, industrial, and/or public or private research establishments located within the state, and the presidents of Brown University, Providence College, and the University of Rhode Island, ex officio. The governor shall designate the chairperson of the council. (b) Vacancies occurring on the council shall be filled by the governor in like manner as the original appointments.
