When used in this chapter: (1) “Commission” means the Rhode Island public utilities commission. (2) “Division” means the Rhode Island division of public utilities and carriers. (3) “Right tree, right place program” means a set of voluntary recommendations and educational materials for property owners to consider when planting and/or maintaining trees and other vegetation to prevent impacts to the electric distribution system; avoid potentially hazardous conditions; and help reduce the frequency of power outages. (4) “Vegetation management standards and practices” means, but is not limited to, a set of utility pruning specifications, standards, and practices related to the care and maintenance of trees, shrubs, and other woody plants located on or near electric distribution system infrastructure, with a purpose to prevent the loss of electric service; strengthen electric distribution system reliability and safety; prevent damage to utility equipment; avoid access impairment; and uphold the intended usage of the facility and/or utility space.
