(a) Dedicated receipts and special revenue funds received by “self supporting” or “proprietary” state agencies that derive all their financing from sources other than the general fund are exempt from the provisions of §§ 35-4-22.1 and 35-4-22.2. Colleges and universities under the control of the board of governors for higher education are also exempt from these provisions. (b) Whenever in carrying out any specific project or service the cost of which is to be paid by restricted or dedicated revenues, it is necessary for the state to make payment in the first instance subject to reimbursement in full by the monies to be received, the state controller and the general treasurer are hereby authorized to make payments upon the receipt of duly authenticated vouchers, provided payments are authorized by the appropriation, reappropriation, or approvals specified in § 35-4-22.2 by the governor, speaker of the house, and president of the senate.
