No license to operate motor vehicles in Rhode Island shall be reissued to an habitual offender, subsequent to an order of the court as provided in § 31-40-6: (1) For a period of not less than one year nor more than five (5) years from the date of the order of the court finding the person to be an habitual offender; and (2) Until the privilege of the person to operate a motor vehicle in this state has been restored by an order of the court of record entered in a proceeding as provided in this chapter.
