(a) The purpose of this chapter is to set forth the standards which the director of the department of business regulation may use for identifying insurers found to be in a condition as to render the continuance of their business hazardous to the public or to holders of their policies or certificates of insurance. (b) This chapter shall not be interpreted to limit the powers granted to the director by any laws or parts of laws of this state.
