Investigation of cases — Enforcement of provisions — Publication of information — Reports to attorney general

It shall be the duty of the department of health to: (1) Investigate each case of ophthalmia neonatorum; (2) Enforce the provisions of §§ 23-13-4 — 23-13-8; (3) Publish and distribute information concerning the dangers and prevention of ophthalmia neonatorum; and (4) Bring all violations of the law to the attorney general, whether occasioned by the failure of the physician, nurse, midwife, parent, or other person or persons assisting in childbirth or in the care of infants, to report the violations.
