(a) The Rhode Island department of education shall, as part of its certification of qualified candidates, utilize and apply for available grants with the Troops to Teachers (TTT) program whose oversight is provided by the United States Department of Defense and managed by the Defense Activity for Non-Traditional Educational Support (DANTES). (b) The implementation of the TTT program pursuant to this section shall be contingent upon federal funding. State funds or appropriations shall not be utilized in connection with the implementation of this section. (c) The commissioner shall promulgate whatever rules and regulations, including the creation of necessary forms and applications, that are required to carry out the provisions of this section.
